Fern Narcis-Scope – Chief Election Officer, Elections and Boundaries Commission (EBC)

Ms. Narcis-Scope is a graduate of the University of the West Indies, St. Augustine and Cavehill campuses having achieved undergraduate degrees in History and Law respectively. An Attorney-at-law by profession, Ms. Narcis-Scope was admitted to the Bar in 2004. Her wide and varied experience includes positions as Legal Counsel/Corporate Secretary at several State Enterprises and Legal Officer at one of Trinidad and Tobago’s Government Ministries.

She joined the Elections and Boundaries Commission of Trinidad and Tobago as its Senior Legal Officer and Secretary to the Board of Commissioners in April, 2010. She became the Chief Elections Officer of the Republic of Trinidad and Tobago in September 2017 becoming the youngest person in Trinidad and Tobago’s history to be so appointed. Additionally, she served two consecutive terms as a Director of the Trinidad and Tobago Transparency Institute.

She has served on CARICOM Election Observer Missions, including as Chief of Mission for General Elections in St. Lucia and Dominica and was part of the Commonwealth Election Observer Team for the General Elections in Kenya on August 9th, 2022.
